y CHRIS BRUMMITT, Associated Press Writer Chris Brummitt, Associated Press Writer 2 hrs 2 mins agoISLAMABAD – The capture of the Afghan Taliban’s No. 2 commander by a joint CIA and Pakistani team dealt a fresh blow to insurgents under heavy U.S. attack and raised hopes that Pakistani security forces are ready to deny Afghan militant leaders a safe haven.

Mullah Abdul Ghani Baradar’s arrest in the Pakistani port city of Karachi may also push other insurgent leaders thought to be sheltering on this side of the border toward talks with the Afghan government — a development increasingly seen as key to ending the eight-year war.

Baradar, in his late 40s, was the second in command behind Taliban founder Mullah Mohammad Omar and was said to be in charge of the day-to-day running of the organization’s leadership council, which is believed based in Pakistan. He was a founding member of the Taliban and is the most important figure of the hardline Islamist movement to be arrested in the war.

Baradar, who also functioned as the link between Mullah Omar and field commanders, has been in detention for more than 10 days and was talking to interrogators, two Pakistani intelligence officials said Tuesday. One said several other suspects were also captured in the raid. He said Baradar had provided “useful information” to them and that Pakistan had shared it with their U.S. counterparts. They spoke on condition of anonymity because of the sensitivity of the information.

The White House declined to confirm Baradar’s capture. Spokesman Robert Gibbs told reporters the fight against extremists involves sensitive intelligence matters and he believes it’s best to collect that information without talking about it.

President Barack Obama’s administration has vowed to kill or seize Taliban and al-Qaida leaders in Afghanistan and Pakistan. The arrest comes as relentless CIA missile strikes against militant targets in the border tribal region have killed several commanders.

Obama has ordered 30,000 extra troops to southern Afghanistan. On Saturday, thousands of them began a major attack on the town of Marjah in the southern province of Helmand, one of the regions that Baradar is believed to control.

Former members of the Taliban regime in Afghanistan and security experts said the arrest would hurt the Taliban but was far from a decisive blow. They said Baradar would likely be quickly replaced and that local commanders had a lot of autonomy from the leaders based in Pakistan.

Nevertheless, the capture is likely to cause short-term disruption, since Baradar was the day-to-day commander of the Taliban and his successor would not have the same prestige.

“It’s a great tactical success that the coalition forces should be pleased with, but by no means is it the beginning of the end,” said Will Hartley, an analyst at Jane’s Terrorism and Insurgency Center in London. “This will have a noted effect on the short-term ability of the Taliban to operate the way it was. However, it has proved itself a resilient organization.”

Pentagon spokesman Col. Dave Lapan said he could neither confirm nor deny that Baradar was captured but said the removal of any senior leader would have “an immediate impact to their operations.’

“But we’ve seen, too, that they then push successors into their place… How long it takes them to sort of reconstitute depends on the situation.”

Afghan analysts in the U.S. said they were closely watching for a stepped-up U.S. effort to capture or kill Jalaluddin Haqqani and his son Sirajuddin, the brutal leaders of the Taliban arm that operates in eastern Afghanistan from bases in northwestern Pakistan.

Pakistan helped create the Taliban and supported the militants’ regime in Afghanistan before the Sept. 11, 2001, attacks on the United States, when threats from Washington forced Islamabad to disavow the group.

But Pakistan’s spy agencies have long been accused of protecting top Afghan Taliban leaders — many of whom are believed to have fled to Pakistan during the U.S.-led invasion — to use them as tools to counter Indian influence in Afghanistan when the Americans withdraw.

With mounting U.S. casualties in across the border, American officials have pressured Pakistan to target the group’s leaders. Security forces here have largely resisted doing so, even while attacking Pakistani Taliban groups blamed for scores of terror attacks.

U.S. and Pakistani officials did not say what led them to Baradar or give details of the raid, triggering speculation that he may have been handed over by Pakistani intelligence officials as part of a trade off in negotiations over the future of Afghanistan or betrayed by other members of the Taliban.

“If Pakistani officials had wanted to arrest him, they could have done it at any time,” said Sher Mohammad Akhud Zada, the former governor of Afghanistan’s Helmand province and a member of the Afghan parliament. “Why did they arrest him now?”

The arrest could mark a shift in strategy by Pakistan’s powerful Inter Services Intelligence agency from protecting or turning a blind eye to the Afghan Taliban to arresting them.

“The Pakistani government have realized that the Taliban is too much of a threat to them, they’ve decided they’ve got to draw some red lines for both Pakistani and Afghanistan Taliban,” said Michael Clarke, director of the Royal United Services Institute, a military think tank in London. “They decided they need to be seen to take the Taliban on, they need to push them back.”

Washington will be hoping that is true.

“It’s really evidence of a stronger cooperative effort that’s taking place,” Sen. John Kerry, chairman of the Senate Foreign Relations Committee, told CBS’ “The Early Show” from Islamabad, where he was on an unrelated visit when news of the capture broke.

Others cautioned it was too soon to say whether the arrest represented a strategic change or was a one-off event aimed at reducing some of the U.S. pressure on the country. Some said they believed it was simply the result of good intelligence work by the United States.

“I think the intelligence comes from the Americans,” said Rahimullah Yousafzai, a Pakistani journalist and expert on the Taliban. “They tell the Pakistanis that ‘we have to raid some place’ and the Pakistanis say ‘we will go along with you.’”

The arrest strengthens reports that Karachi is increasingly being used by members of the Afghan Taliban as a base, possibly because their earlier havens close to the border are now the target of about three CIA missile attacks each week.

A chaotic city of 13 million people, Karachi has a large population of Pashtuns, the ethnic group that makes up the Taliban, meaning it is relatively easy for insurgents to hide there.

Taliban expert Michael Semple said Baradar was known as a “pragmatist” who could be prepared to enter into some kind of talks with the United States.

“If he could get guarantees, he would be willing to negotiate,” said Semple, who was expelled from Afghanistan in 2007 by President Hamid Karzai for negotiating with midlevel Taliban commanders when he worked for the European Union.

Semple said the arrest could lead to more pressure on Afghan Taliban commanders to negotiate with the Afghan government if they thought that Pakistan was no longer safe. “I think that this will make the other leaders more inclined to negotiate,” he said.

11-2-2010, Marines test Taliban defenses before Afghan attack

NEAR MARJAH, Afghanistan – U.S. Marines fired smoke rounds Wednesday and armored vehicles maneuvered close to Taliban positions to test insurgent defenses ahead of an anticipated attack on the biggest militant-controlled town in southern Afghanistan.

A NATO spokesman in Brussels called on Taliban militants holding Marjah to surrender. But a Taliban spokesman boasted that the militants were prepared to “sacrifice their lives” to defend the town against the biggest NATO-Afghan offensive of the eight-year war.

The date for the main attack by thousands of Marines and Afghan soldiers has not been announced for security reasons. However, preparations have accelerated in recent days, and it appeared the assault would come soon.

U.S. mortar crews fired two dozen smoke rounds Wednesday at Taliban positions on the outskirts of the farming community, a center of the opium poppy trade about 380 miles (610 kilometers) southwest of Kabul in Helmand province. Marine armored vehicles also drove closer to Taliban positions. Both moves are designed to lure the militants into shooting back and thus reveal their positions. The Marines did draw small arms fire but suffered no casualties.

“Deception is pretty important because it allows us to test the enemy’s resistance,” said Lt. Col. Brian Christmas, the commander of 3rd Battalion, 6th Marines Regiment. “There’s a strategy to all this show of muscle.”

The U.S. goal is to quickly retake control of Marjah to enable the Afghan government to re-establish a presence. Plans call for civilian workers move quickly to restore electricity, clean water and other public services in hopes of weaning the inhabitants away from the Taliban.

Civilians could be seen fleeing their mud brick farming compounds on the outskirts of Marjah as soon as the American and Afghan forces appeared, though vast numbers do not seem to be leaving. The moves did not draw much of a response from the fighters, who appeared to be waiting behind defensive lines for the Marines to come closer to the town.

To the north, a joint U.S.-Afghan force, led by the U.S. Army’s 5th Stryker Brigade, pushed into the Badula Qulp region of Helmand province to restrict Taliban movement in support the Marjah offensive.

But bombs planted along a canal road slowed progress of a convoy Wednesday, damaging two mine-clearing vehicles and delaying the Stryker infantry carriers and Afghan vehicles from advancing for hours. There were no casualties.

“It’s a little slower than I had hoped,” said Lt. Col. Burton Shields, commanding officer of the 4th Battalion, 23rd Infantry Regiment.

Shields said the joint force was facing “harassing attacks” by groups of seven to nine insurgents.

“They’re trying to buy time to move their leaders out of the area,” he said.

U.S. officers estimate between 400 and 1,000 Taliban and up to 150 foreign fighters are holding Marjah, which is believed to have a population of about 80,000. It’s unclear how many of them will defend the town to the end and how many will give up once the main assault begins.

In Brussels, a NATO spokesman James Appathurai said the Taliban garrison in Marjah had the options of surrendering, leaving or fighting, adding they “are well advised to take up options one or two.”

“The area which is the focus of this operation has been known for years as an insurgent stronghold. It is actively defended and will require a large military operation to clear,” he said.

Marjah is key to Taliban control of vast areas of Helmand province, which borders Pakistan and is major center for Afghanistan’s illicit poppy cultivation, which NATO believes helps finance the insurgency.

Officials said Afghan soldiers and police would join the operation in greater numbers than in any previous one. Appathurai said the offensive was designed to show that the Afghan government can establish its authority anywhere in the country and “will establish a better life to the people who are there.”

But Taliban spokesman Qari Yousef Ahmadi scoffed at NATO threats, saying American and Afghan forces would face a hard fight to take Marjah.

“The Taliban are ready to fight, to do jihad, to sacrifice their lives. American forces cannot scare the Taliban with big tanks and big warplanes,” Ahmadi told The Associated Press by telephone. “American forces are here in Afghanistan just to create problems for Afghan people. This operation is to create problems for the villagers in winter weather.”

So far, there are few signs of a major exodus of civilians from Marjah, although U.S. aircraft have been dropping leaflets in the town for days warning of the offensive. Some residents contacted by telephone said the Taliban were preventing people from leaving, telling them it was unsafe because the roads had been mined.

Helmand provincial spokesman Daoud Ahmadi said about 300 families — or an estimated 1,800 people — have already moved out of Marjah in recent weeks to the capital of Lashkar Gah, about 20 miles (30 kilometers) northeast.

Most moved in with relatives but about 60 families are sheltering in a school, where the government provides them with tents, blankets, food and other items. Ahmadi said preparations have been made to receive more refugees if necessary.

The number of U.S. households facing foreclosure in January increased 15 percent from the same month last year, and a surge in cash-strapped homeowners who’ve fallen behind on mortgages could be on the way.

More than 315,000 households received a foreclosure-related notice in January, RealtyTrac Inc. reported Thursday. That number is down nearly 10 percent from 349,000 in December, which saw the third highest total since the company began tracking foreclosure data in 2005.

In January, one in 409 homes were sent a filing, which includes default notices, scheduled foreclosure auctions and bank repossessions. Banks repossessed more than 87,000 homes last month, down 5 percent from December but still up 31 percent from January 2009.

January marked the 11th straight month with more than 300,000 properties receiving a foreclosure filing. The numbers could stay above that level as unemployed homeowners who have tried to keep up with their mortgages finally start missing monthly payments.

Mortgage financier Fannie Mae reported in late January that the rate of borrowers who have a conventional loan on a house and are seriously delinquent was 5.29 percent in November, more than doubling the rate of 2.13 percent in November 2008. Borrowers are considered seriously delinquent if they are past due by three months or more, or are in foreclosure.

“There’s a lot of foreclosures in the pipeline, and the number is going to continue to get bigger,” said Patrick Newport, an economist with IHS Global Insight.

Last month’s foreclosure activity followed a pattern similar to that of a year ago, when a double-digit percentage increase in December was followed by a 10 percent drop in January.

The dip in January’s numbers may be due to processing delays by lenders during the end-of-year holidays, said Rick Sharga, senior vice president of RealtyTrac, which is based in Irvine, Calif.

“I don’t think it’s an early sign of the coming of the end of the foreclosure crisis,” Sharga said.

A record 2.8 million households were threatened with foreclosure last year, and the numbers are expected to rise to between 3 and 3.5 million homes this year, RealtyTrac said.

Slowing the foreclosure rate is a key step in the recovery of the real estate market and the overall economy. The foreclosure crisis forced the federal government and several states to come up with plans to prevent or delay the process to help delinquent borrowers.

Foreclosed homes are usually sold at steep discounts, so they often lower the value of surrounding properties. Cities lose property tax dollars from foreclosure homes that sit empty and from declining home values, straining local economies. Home prices have stabilized in some cities, but are still down 30 percent nationally from mid-2006.

Economic issues, such as unemployment or reduced income, are expected to be the main catalysts for foreclosures this year. Initially, subprime mortgages were mostly the culprit, but homeowners with good credit who took out conventional, fixed-rate loans are the fastest growing group of foreclosures.

Among states, Nevada posted the nation’s highest foreclosure rate, followed by Arizona, California, Florida and Utah. Rounding out the top 10 were Idaho, Michigan, Illinois, Oregon and Georgia.

The metro area with the highest foreclosure rate in January was Las Vegas, with one in every 82 homes receiving a foreclosure filing. It was followed by Phoenix and the California cities of Modesto, Stockton, and Riverside-San Bernardino-Ontario.

KNOXVILLE, Tenn. – An elementary school teacher is accused of shooting and wounding the principal and assistant principal at his school Wednesday about an hour after the children were dismissed because of snow.

Police charged Mark Stephen Foster, 48, of Clinton, with two counts of attempted first-degree murder after the shooting at Inskip Elementary School. The school Web site identifies Foster as a fourth-grade teacher.

A former boss of Foster’s said the suspect was taken into custody in the 1990s with weapons near their office after making threatening comments about him to family members.

University of Tennessee Medical Center officials said Principal Elisa Luna remained in critical condition and Assistant Principal Amy Brace in stable condition Wednesday night.

“We’re very saddened by this tragedy,” Knox County Schools Superintendent James McIntyre Jr. said. “Thankfully there were no students involved.” The children had left school early because of snow.

The Web profile for Foster includes a picture and description that says, “I love teaching 4th grade. Every child is a winner.”

Tennessee Department of Education spokeswoman Rachel Woods said Foster received an apprentice teacher license for grades K-6 in the summer of 2007. An apprentice license is issued when someone first starts teaching, before they have tenure, she said.

Police haven’t released a motive for the shooting. McIntyre said the school didn’t intend to rehire Foster next term.

Foster was arrested a short distance from the school after his car was stopped at a highway construction roadblock, Police Chief Sterling Owen IV said. He surrendered without incident and police said they recovered a revolver. It wasn’t immediately known if he had an attorney.

The suspect’s brother, Anthony Foster, said his brother lives about a mile away but the two haven’t talked in four years because of “family problems.” Anthony Foster declined to describe why he and his brother were estranged. But the Knoxville News Sentinel reported that Anthony Foster tried to get a protective order against his brother last year, writing in the petition that Mark Foster had threatened his family.

A court dismissed the petition in May.

“I am very afraid of what he might do to me or my family. He suffers from mental illness and has been treated for it for several year,” the petition says. “I have had to call the sheriff’s department several times in the past and he seems to be getting worse.”

Foster’s family was contacted by authorities Wednesday to make sure they were safe after the violence at the school, Anthony Foster said.

Anthony Foster said his brother once had been a machinist at Oak Ridge Tool Engineering and got into a dispute with CEO Terry Mullins, declining to elaborate.

Mullins said in a telephone interview Wednesday that police captured an armed Mark Foster a mile away from their office in the 1990s after his mother warned police about the threatening statements. Mullins said police told him that Foster intended to harm him.

Oak Ridge police did not immediately return a call seeking more information about the incident.

The Rev. Kris Holzmeyer, associate pastor of Second Baptist Church in Clinton, said he did not know Foster but understood from others in the church that he had attended off and on for the last few years.

“You certainly grieve for people that are affected, especially the principals and their families, and also the shooter,” Holzmeyer said Wednesday in a telephone interview. “Obviously there were some issues he was dealing with. Our prayers are with everybody that’s involved.”

The Inskip administrators had been praised for their work at the elementary school, where Luna had been the principal since 2004 and Brace had been assistant principal since July 2008.

Sen. Jamie Woodson, R-Knoxville, said the Legislature honored the principal in 2007 for her work leading the school off the state’s list of schools not meeting the goals of No Child Left Behind program. The school of more than 300 students in grades kindergarten through 5 has met annual goals every year since 2004.

Police said the shooting occurred in the administrative offices of the school shortly before 1 p.m. Although the students had been dismissed, there were several staff members in the building.

Anthony Foster said his brother was not married and did not have children.

He said he is praying for the victims and hopes they recover.

“It’s tragic,” Anthony Foster said. “My heart goes out to the victims. They need all the prayers they can get.”

The Inskip community is a working-class neighborhood dotted with one-story ranch homes in northern Knoxville.
